They said 73 names supplied to them by concerned members of the public had been ruled out, while forensic tests and repeated public appeals have failed to lead to an identification.
The body of the woman was found on 28 August inside a black bin bag in bushes in a walled garden in Stanley Park, between the Anfield and Goodison Park football grounds.
It is believed she had been there for several weeks.
Police have received 160 reports from members of the public.
Merseyside Police said: “To date we have been unable to identify the woman despite repeated public appeals.
“Following forensic tests we have been able to establish a DNA profile for the woman but there is no match on the national DNA database. It has also not been possible to compare dental records.”
The woman is described as white, believed to be around 70 years old, approximately 5ft 2in tall and of slight build, with strawberry blonde hair. She was found wearing a pink Nike T-shirt.
Detectives have been gathering CCTV and forensic evidence. They have also spoken to residents in 625 properties surrounding the park and recovered footage from 30 private and commercial cameras in the area.
