The East Carr Residents Association has raised concerns after plans for 418 new homes were submitted to Hull City Council.
Beal Homes have submitted plans to the council to build 418 new homes on the land west of East Carr Road. The proposal is expected to be joined in the future by a further development on the land to the north of the application site.
In recent days, the East Carr Residents Association has issued thousands of leaflets to local residents laying out their concerns, including that they believe traffic will increase in the area.
Beal Homes, however, say they are committed to working closely with planning officers. A spokesperson said that the plans for this new development would contribute towards the council’s required quota of news homes, as well as allowing younger people to get onto the housing ladder.
Plans show there would be two access points to the new development, one from East Carr Road itself and another from Danby Close. The Residents Association fear that the new home will lead to traffic and pollution issues in the area, as Dandy Close is a smaller, quiet street.
The Residents Association also claim that the new homes would put strain on the area’s “already overstretched” amenities such as schools and GPs, making life tougher for the existing residents.
The group also claim the development will lead to loss of open space and wildlife. A spokesperson from the Residents Association explained that the fields are home to extensive wildlife and are a popular spot for local dog walkers.
Beal Homes said that plans include retaining existing hedgerows and trees. They also said that additional trees will be planted in the area.
The risk of flooding is another key concern for the residents. Part of the application site is on a flood plain – although no houses are proposed for this section of the site, residents fear that the proposed houses could increase the chances of their properties being flooded.
In response to these fears, Beal Homes said that plans include an attenuation pond, to provide a practical drainage function.
Concerns have also been raised by the three local ward councillors who have launched a petition to “fight against housing development on East Carr fields.” Councillors Allen Healand, Jonathan Cahill, and Terry Keal, all of whom are Liberal Democrats, are asking local people to support their petition.
In response to concerns regarding the proposed development, Beal Homes have issued the following statement: “This site is allocated for residential development in Hull’s Local Plan and the planning application is fully compliant with Hull City Council’s Supplementary Planning Documents.
“The proposed development would make a significant contribution to the city council’s required quota of new homes and will include a mix of house types, including two-bedroom starter homes enabling young people to take their first step onto the housing ladder.
“As a local housebuilder with an exceptional reputation for quality of design and build, we are committed to delivering a highly attractive new community which will complement the existing residential area.
“The application includes features such an attenuation pond, to provide a practical drainage function as well as an attractive natural focal point. It includes areas of public open space, including the creation of a green corridor along the southern boundary, acting as a natural buffer between the development and adjacent housing.
“We also plan to retain existing hedgerows and trees, as well as planting additional trees to deliver a net gain in biodiversity of at least 10 per cent.
“As usual, we will work closely with planning officers, and all statutory consultees, including the highways department and drainage authority, to address any issues through the planning process.
