The toddler, who was autistic, non-verbal and partially deaf, became separated from a relative at a playground in Brantham on 15 September.
About 1,300 volunteers joined police and emergency services in a major search operation to find Noah.
Suffolk Police said he ran off down an alleyway beside the playground towards a new-build housing estate and Decoy Pond.
Noah’s body was recovered from the pond by police divers the next day.
Police said Noah’s death was not suspicious, but the coroner would examine the circumstances.
Noah’s father Rhys Woods paid tribute to his son as the “most innocent little boy” in a post on Facebook.
“There are no words to describe the pain of this loss, we are all absolutely heartbroken. Noah was the sweetest and most innocent little boy, with nothing but love to give, and we are going to miss him so very much,” he said.
Noah’s death has prompted an outpouring of community support.
A fundraiser has generated more than £100,000 in donations.
Premier League players wore black armbands and tributes were paid to Noah on big screens on match days after his body was found.
