Sara was found dead in her bunkbed at her home in Woking, Surrey, in August 2023.
Her father and stepmother, Urfan Sharif and Beinash Batool, were found guilty of her murder and jailed for life with minimum terms of 40 years and 33 years respectively in December 2024.
Sara’s uncle, Faisal Malik, was found guilty of causing or allowing her death and jailed for 16 years.
Speaking at a pre-inquest review at Surrey Coroner’s Court on Monday, Anton van Dellen, representing Batool, said there is sufficient reason the inquest should be held with a jury.
The scope of the inquest will be decided during further hearings, counsel to the inquest Alison Hewitt said.
The court was previously told it could include whether any fear of accusations of racism affected anyone’s response to managing and responding to safeguarding concerns, she added.
Mr van Dellen said the coroner may consider “a diverse local jury would be well positioned to evaluate” that.
Batool and Sharif attended the hearing via video link from prison.

Senior coroner Richard Travers said whether the inquest will be held with a jury will be put on the agenda for the next pre-inquest review.
Meanwhile, Mr Travers informed Sharif the inquest was “not a re-trial”.
He said: “These inquest proceedings are not a re-trial, you understand that don’t you?
“We are not going behind any findings that were made by the criminal court.”
The next pre-inquest review will be held on 10 September.
The full inquest into Sara’s death is set to begin in April 2027.
